ISHR updated its CERD coverage on 20 October: Russia’s reply had not resolved the Committee’s concerns about restrictions affecting Indigenous Peoples and rights defenders.

Questions That Remain Open

According to ISHR, CERD’s letter of 25 August seeks further information on Indigenous participation in development decisions affecting their lands, registration procedures and self-identification, and safeguards against using counter-extremism laws to intimidate or prosecute defenders.

Daria Egereva and Natalia Leongardt

ISHR recalls joining 106 organisations calling for both women’s release and submitting their cases for the UN Secretary-General’s annual reprisals report. Its update highlights the inclusion of Egereva’s case in the September report, following allegations of persecution after COP30.

What Comes Next

CERD will revisit these issues when reviewing Russia’s next periodic reports. It has requested detailed information on protections enabling defenders and civil society to work without fear of reprisals.
